design question

Hello friends
I am desiging a site and I asked this other guy for help and he said to use frames before I use Flash, Applets or JavaScripts. What do you guys think? I have a long page that I am using a static menu on but he suggested using frames cause he says it would load quicker. Do you think that is correct?

Yes, frames load quicker, less graphic intensive and do no rely on a third party program.

Hi Guys, I realised that while trying to upload my article to my website, the article will automatically be placed at the last row of the website, and if I want this article be placed on the top, I will have to spend time moving this article from the bottom to the first row by using the 'order' function in the editing page. I find it very tedious and you can imagine how tedious it is for me to move this article from the 100th rows to the 1st row. I am trying to search for "sorting" function however I couldn't find such button in the editing page. Does anyone have any idea how can I solve this problem?? By the way I've just subscribed to ixwebhosting service and am still trying it out. Thank you for your kind attention.
