When linking exchanging with another website, do you bother with checking their PR?
Afterall PR isn't anything special anymore, but its still nice to have a high PR.

I try to target sites with higher PR not just for it's own sake but because I make the assumption that these sites get higher traffic and have a potential to pass more on than a lower PR site.

Untill and unless you do not have a good page rank do not go for Link exchage.
Till then get links form article sites,blogs etc
Once you get lot of links that are one way and achive pr you can get lot of back ward links from high pr sites

best way si to get directory such a yahoo, dmoz and botwg, then when page rank is higher it is easier to find people to exchange

My take on link exchanges has always been this: You want inbound links from other sites that are relevant to you topic, keywords and audience. The challenge is that these sites are often your competition.
If you go the other route - link exchanging with everybody that wants to you end up with a very irrelevant page on your site that is only there for search engine use.
The only time Link Exchanges have work really well is in real estate where you can exchange links with people all over the country that are also in real estate, yet they are not your competition.

Linking on websites that has high pagerank really helps your website especially when the website is a dofollow one.
